What is the best fishing method for Cobia? I plan to anchor up tide from structure and use live pinfish on a float. Hook size? Where to hood the bait? How long a leader after the foat? Or just live liine the bait?

I recently moved to Englewood, FL which borders Lemon Bay with Monsanto Key being the barrier beach the Gulf. I have not been on the water yet as I am still looking for a good used flat boat but have heard mixed reviews about the fishing in the bay. I know that it used to be a good redfish spot and also for snook and seatrout but some of the locals tell me that the red tide really decimated the bay.

Does anyone have any updated info about this area?
